The Import/Export HTS Classification Specialist is responsible for developing and maintaining a single source of truth for import/export classifications across all Beckman Coulter’s Sites.

This position is part of the L&D department and will be fully remote in the EMEA region. At Beckman Coulter, our vision is to relentlessly reimagine healthcare, one diagnosis at a time.

You will be a part of the Trade Compliance team and report to the Sr. Trade Compliance Manager responsible for Import and Export Trade Compliance program in the EMEA region. The Trade Compliance team maintains compliance with global customs laws and regulations while driving customer satisfaction and profitability for the Operating Entities within Beckman Coulter. We ensure compliance with all aspects of customs and trade requirements. The Trade Compliance team also partners closely with cross-functional teams in strategic planning and implementation of all customs and trade initiatives globally.

In this role, you will have the opportunity to:

  • Perform new product reviews with classification and document clear rationale to support new product introductions;

  • Interact with data sources, technical experts, engineers, product and sourcing managers and others to obtain and interpret the data (including specification documents, schematics, product descriptions and other technical data) necessary for accurate classification;

  • Develop and seek 3rd party classification reviews when needed;

  • Defend classification assignments using clear, concise and technically accurate presentations for global users;

  • Perform classification accuracy audits and reviews and recommend countermeasures for corrective action;

  • Maintain classification support applications for dissemination and application of classification data;

  • Monitor updates to classification schedule changes and partner with Trade Compliance teams to assess the impact on the Site and processes and modify classification processes and procedures to ensure compliance;

  • Develop standard work and conduct training to support internal education on product classification and related core customs compliance matters.

The essential requirements of the job include:

  • Bachelor’s Degree in science, engineering or technology and minimum of 9 years’ experience in related field (Import/Export/Classification);

  • Technical expertise is needed to understand measurement methodology, to calculate things like optical fiber meters, area of a CD, Ability to read a print for extrusions, conversion of Horsepower to Watts, etc. This will also ensure some programming familiarity.

  • In-depth knowledge and understanding of the General Rules of Interpretation, US and non-US Harmonized Tariff Schedules including EU and China, to assign the correct tariff classifications;

  • In depth knowledge of US and non-US Export Control Classification determinations: EAR, Dual Use, etc.

  • Deep familiarity with the HTS schedules for machines and measurement sections

  • Highly organized with quantitative and analytical attention to detail

It would be a plus if you also possess previous experience with:

  • Advanced MS Excel skills and programming familiarity to support classification applications;

  • Experience with ERP, and/or Trade Software.
