Overall Purpose :

Amongst the small group of public, not-for-profit and private sector entities active in the field of antibiotic R&D and access, GARDP bridges the gap between innovation and access.

It ensures that access considerations are embedded into all aspects of our work so that patients and providers can have the treatments they need at the right time, in the right place, at an affordable price, and with the data needed to inform clinical decisions.

GARDP prioritizes facilitating access to its portfolio of antibiotics while working to demonstrate access pathways and improving the enabling environment for access through projects like piloting improved procurement or economic models.

GARDP is working, alongside partners, to improve access to cefiderocol, an important antibiotic for antibiotic resistant infections, by enabling sustainable and affordable quality product supply, working with national actors to plan and support responsible introduction and roll out, and build evidence for optimal use, especially in low- and middle-income country contexts.

The primary objective of the Global Access Project Manager is to provide excellent project management to the Access team projects.

Working closely with the Serious Bacterial Infections Access Lead, the initial focus of the incumbent will be to ensure the proper execution of a comprehensive cross-functional project plan.

The incumbent will also work closely with the Director, Global Access to provide portfolio support across the access team for other Access Projects and to support the access department’s functioning.

S / he will ensure partners agree on key milestones, track project progress, monitor resources and budget, lead on reporting, and ensure contractual obligations are met.

The incumbent will work with GARDP staff across different functional teams and across offices to ensure that the project objectives are met in a timely fashion and within budget.

The incumbent will also support communications and coordination with a number of external partners and actors.

Strong communication skills, the ability to work well with multiple teams, and the ability to manage multiple competing priorities will be key qualifications for this role.

This individual will also be responsible coordinating multiple operational and programmatic components. S / he will have experience supporting complex access or implementation projects, as well as the ability to translate lessons from country implementation to a global context.

The Global Access Project Manager will be responsible for ensuring the project management excellence for the Global Access team and coordinate the Global Access governance in alignment with GARDP organizational governance.

The responsibilities will encompass to proactively manage the assigned project, ensuring the project goals, timeframe, accountability and budget are achieved, and to maintain an efficient information and communication flow between internal and external stakeholders.

The Global Access Senior Project Project Manager / Senior Project Manager is responsible for continuously monitoring the assigned project(s) scope, tracking and communicating progress, performing risk assessment and identifying and mitigating challenges as well as planning the project budget and resources requirements.

S / he plays a key role in the project team to support the project strategy and drive the operational progress of the project.

As a team-player and effective communicator, the Global Access Project Manager must be able to drive momentum and build consensus, at the interface of multi-disciplinary and cross-functional teams.

Strong organizational skills and ability to develop and manage successful collaborations with external and internal stakeholders is a key driver of success.

Tasks and responsibilities

Responsible for the implementation of the Global Access project operating model including internal meetings and integration with GARDP project and portfolio management and governance framework.

Ensure output of the Global Access portfolio governance and review meetings are appropriately communicated to other departments and governance bodies whenever necessary.

  • Responsible to plan, integrate and manage the execution of the cross-functional elements of the Project Plan to deliver the agreed milestones, deliverables, and outcomes against set performance and objectives, within scope and agreed timelines.
  • Support the Project Leader in the definition of project scope and objectives working closely with relevant project stakeholders.

Manage project scope, including identifying, implementing and managing changes to achieve project goals.

Develop detailed task lists and work effort assessment and short and long-term resources / capacities need plans based on input from all key players and team members.

Coordinate with Functional Leads on resources / skills requirements for the project.

  • Manage the project budget, procurement plan, and actuals monitoring to ensure a clear visibility on project funding needs, its execution within the agreed budget, and compliance to GARDP and donors’ policies and requirements.
  • Manage the monitoring of the project contractual framework and liaise with the operational contract owners to ensure the contracts execution and control are on track and in compliance with GARDP and donors’ policies and requirements.
  • Identify, measure, and escalate risks and potential roadblocks and relational issues. Proactively implement and track mitigation measures and resolution plans.
  • Monitor, analyze and report on the progress and performance of the project, both internally and externally in alignment with GARDP governance and reporting framework (i.

e., manage and support the Global Access governance meetings presentations and reports for the project and contribute to reporting to GARDP’s donors).

Responsible of the documentation of the project and maintenance of effective communication channels to provide accurate information to the Global Access leadership team.

  • Plan, manage, and facilitate regular cross-functional Core & Extended Project team meetings, act as the key point of contact for the non-Global Access department (R&D, Legal, Procurement, Finance, Communications) and vendors / service providers involved in the project.
  • Assist External Affairs in broad fundraising activities and work closely with the R&D Senior Grant Manager as the Global Access team representative to ensure effective grant proposals development (Global Access specific or in integration with R&D) as well as reporting.
  • Support the development of the Project strategy and plan in close collaboration with the Project Leader and propose tactical decision, staffing and budget decision to the Project Leader.
  • Coordinate the strategic communications plan both internally within GARDP and with collaboration partners and support integration within a GARDP transversal comms strategy where appropriate.
  • Contribute to the development and maintenance of Global Access portfolio monitoring and reporting tools (as an integrated framework with R&D), including collate and input data, to ensure proper visibility and communication on Global Access portfolio status to key internal and external audiences.
  • Within the Project & Portfolio Management team, contribute to the development of internal tools, systems, processes, and best practices related to project management.

Technical Skills

  • Experience in global health project implementation, access to and introduction of new health products (medicines, diagnostics, or vaccines) with the ability to translate this into meaningful plans that can be used to set expectations and track project delivery.
  • Able to combine a strategic perspective, understanding the technical, implementation, regulatory and other objectives and constraints of disease areas and project teams, with a high level of focus on operational detail and the feasibility of project plans.
  • Experience with the design and implementation of monitoring and evaluation frameworks desirable

Education and Experience

  • Bachelors degree at minimum, advanced degree in health or development preferred
  • At least 6 years performing project management role, ideally within health NGOs or pharmaceutical sector
  • Professional training in project management, PMP / Prince II certification a plus
  • Proven ability to work effectively in a team environment and matrix structure
  • Experience contributing to the design and / or implementation of complex health intervention projects
  • Experience in working with NGOs
  • Antibiotic development experience a plus

Other Requirements

  • Fluency in English
  • Excellent knowledge of Microsoft Suite and experience in use of diverse PM tools and document management systems (e.g. MS Project, SharePoint, Teams)
