Construction Site Manager

DUTIES AND RESPONSIBILITIES
As Construction Manager, you will manage and coordinate all construction activities on site.
You will be directly responsible for the coordination and supervision of all construction activities on site so that they are carried on:

• Within the Health, Safety & Environment requirement and good practices
• Within planning
•  Within the allocated budget
•  At an acceptable and documented quality level.

You will manage the interfaces with clients and, with and between subcontractors.  
3. TASKS
To fulfil his duties and responsibilities the CONSTRUCTION MANAGER will have to take all necessary actions, in compliance with Law (including local laws in force); Clients HSE, Risk and quality policies; Clients Health and safety, quality, security, social, ethics and environmental charters; Project policies and instructions from management. This includes the following tasks (non exhaustive list):  
3.1 Health, Safety & Environment  

• Ensure the implementation of the Site HSE Plan.
• Ensure that the work is carried out safely and that everyone on site, including subcontractors, respect the HSE Requirements
• Organize Safety Walks with Subcontractors and Client on a regular basis
• In case of HSE incident, participate to the investigation, ensure that is duly reported & documented and follow up of corrective actions.

3.2 Construction Team Management

• Manage the area construction managers and the discipline superintendents (or the discipline supervisors, depending of the size of the project)
• Update the mobilisation / demobilisation plan of site supervision
• Ensure that the budget for site supervision is respected
• Validate initial issue and the modifications of the mobilisation / demobilisation plan of vendor representatives in agreement with the Vendor Rep Coordinator

3.3 Construction Progress

• Provide guidance, assistance and advice to the jobsite team on all construction matters
• Coordinate construction efforts with the Site Manager, project control manager, field engineer manager, material manager, HSE manager & quality manager, as well as client representatives on the job-site.
• Ensure that the work is performed within the schedule
• Participate in the revision of the construction schedule when the progress trend is deviating from the scheduled one
• Develop the strategies and corrective measures to be implemented in such a way that site progress will be in conformity with the revised planned schedule. He informs the Site Manager about those strategies.

 
3.4 Subcontract

• Chair the kick-off meetings and the progress meetings with subcontractors
• Approve the financial statement of subcontracts
• Approve justifications given by the subcontractors for any extra work order or claims requested
• Review and approves the subcontracts status and progress reports
• Review the amendments to the initial subcontract
• Initiate the final payment
• Verify the invoices received from the subcontractors, in collaboration with the Site Subcontract Administration Manager, the Site Cost Control Manager and the Area Construction Managers or Discipline Superintendents / Supervisors before presenting them to the Site Manager for approval
• Coordinate and verifies to the effect that the payments of subcontractor's invoices are not unduly delayed.

3.5 Coordination of Site Disciplines  

• Coordinate the designated support team : Schedule and Progress Control, Field Engineering, Quality

 
Management, HSE, Subcontracts

• Coordinate with the Site Logistic & Material Manager to ensure timely delivery of materials and equipment to allow sufficient workfront

 
3.6 Quality  

• Ensure that the work is performed in accordance with approved drawings, specifications and local regulations
• Check that inspections and tests are regularly carried out in field and properly documented, on the specific forms, and signed
• Review non conformity reports and field modification requests with field engineering.

3.7 Reporting  

• Ensure that the Site Manager is always kept well informed as concerns the important events
• Coordinate with the Site Project Control Manager for the issuing of the site weekly and monthly progress reports.
