One ofthe diverse areas of responsibility is in the specialistapplications department. Among other things, central citizenservice applications such as MESO (residents' registration andinformation services), Autista (registry office) and OK-Bau(building permit procedures) are managed there.
YOUR FUTURE TASKS :
The vacantposition is responsible for IT support for the entire populationregistration process and the associated information services.
Inaddition to specialist application support for the "MESO" andinformation register applications, this also includes support forthe census, election events and technical project management forthe upcoming replacement of the residents' registrationapplications, as well as for projects to further develop thesoftware products involved.

- are responsible for specialist applicationsupport for the applications used in the work area.
- are the project manager or technical sub-project managerfor current and future projects in the specialist area, includingprocess-compliant documentation.
- areresponsible for technical support during ongoing operations and arethe first point of contact for specialist advisors at thespecialist departments.
- manage theconceptual technical development of the procedures together withprocedure manufacturers and the internal and external departmentsinvolved
- prepare concepts and technicalsolution models, comparing them with the applicable operatingstandards; prepare implementation planning if required

- have successfully completed a(technical) university degree in a subject area relevant to thetask (e.g. computer science or business informatics)
- haveproven equivalent skills and experience

- have digital expertise and good knowledge ofinfrastructures / architectures, networks, data protection, ITsecurity, IT law and accessibility.

- establish networks and maintaincontacts.
- have a basic knowledge of ITIL.

We offer you :
Afuture-oriented job in Cologne with a modern employer with all theadvantages of the public sector and a regulated weekly working timeof 39 hours for employees covered by collective agreements or 41hours for civil servants with a high degree of flexibility withinthe scope of office-specific possibilities.
The position ispermanent and is available both part-time and full-time.
The position is graded according to salary group A11career group 2, 1st entry level LBesG NRW (Salary Act for the Stateof North Rhine-Westphalia, formerly higher service) or according topay group 11 of the Collective Agreement for the Public Service(TVöD).
The salary range in pay group 11(TVöD-VKA) is currently between 3,622.16 euros (experience level 1)and 5,463.69 euros (experience level 6).
Your professionalexperience will be taken into account when assigning you to theexperience level within the pay group, insofar as this is possibleunder collective bargaining law.

In addition to the monthly table pay, you will receive a monthlyinflation adjustment of 220 euros (net, for full-time employment,pro rata for part-time employment) until February 29, 2024.
FromMarch 1, 2024, the monthly table pay will increase by a (basic)amount of EUR 200 and the amount then increased by a further 5.
5percent on a straight-line basis. The total increase will be atleast 340 euros (gross).
